=== Wallace Breen === Dr. Wallace Breen (voiced by Robert Culp) was the administrator of the Black Mesa Research Facility at the time of the "Black Mesa Incident", the events depicted in Half-Life, but he was neither seen nor mentioned by name (he was instead always referred to as "the Administrator"). After the Seven Hour War, he "negotiated" a peace agreement with the Combine that saved humanity at the cost of enslavement. Dr. Breen was appointed as ruler of Earth – a puppet of the Combine, who have little physical presence on the planet. In his propaganda messages to the people in City 17 (dubbed "Breencasts"), he often refers to the Combine as "our Benefactors". Behind closed doors, Breen is shown to be a narcissist who is envious of Gordon Freeman's scientific achievements, with Breen's overall dialogue and actions showing that while he believes the Combine are a threat to humanity, he merely cares about "saving" humanity to ensure his own scientific legacy and to surpass Gordon's reputation. He doesn't care about the actual lives of the people he harms as long as his legacy is secured. Marc Laidlaw has gone on record stating that Breen's narcissistic tendencies and overall characterization were inspired by the main villain of Thief II: The Metal Age, Father Karras. The Half-Life 2 art book, Raising the Bar, has information that indicates Breen used, at least at one point of the planned story if not in the final version, a radio transmitter tower on the surface (i.e., not in Black Mesa) to communicate directly to the Combine and negotiate a surrender.

==== Third wave ==== On April 9, 2021, Ford received his first dose of the AstraZeneca COVID-19 vaccine at a local pharmacy in Toronto, and encouraged eligible Ontarians to get vaccinated. Amid growing case numbers in mid-2021, the government moved to introduce a third province-wide stay-at-home order. As part of the response, Ford announced on April 16, 2021, that outdoor amenities including playgrounds would be closed, and that he would be authorizing police to require pedestrians and drivers to explain why they are not at home and provide their home address and other relevant details. The regulations raised concerns about a re-legalization of carding. The government experienced significant backlash with the new enforcement measures, with some commentators – such as the National Post's Randall Denley, a former PC politician – equating the province to a "police state" Members of the Ontario COVID-19 Science Table described the new restrictions as "absolute madness", and not based on science questioning the need to restrict "safe options from people as you do nothing to impact the places where the disease is spreading". After dozens of police services across the province announced that they would refuse to enforce the new measures, Ford promptly rolled back the new enforcement provisions the next day and reopened playgrounds, while keeping other outdoor amenities closed.
== Pathophysiology == Pressure ulcers may be caused by inadequate blood supply and resulting reperfusion injury when blood re-enters tissue. A simple example of a mild pressure sore may be experienced by healthy individuals while sitting in the same position for extended periods of time: the dull ache experienced is indicative of impeded blood flow to affected areas. Within two hours, this shortage of blood supply, called ischemia, may lead to tissue damage and cell death. The sore initially starts as a red, painful area. The other process of pressure ulcer development is seen when pressure is high enough to damage the cell membrane of muscle cells. The muscle cells die as a result and skin fed through blood vessels coming through the muscle die. This is the deep tissue injury form of pressure ulcers, and begins as purple intact skin. According to Centers for Medicare and Medicaid Services, pressure ulcers are one of the eight preventable iatrogenic illnesses. If a pressure ulcer is acquired in the hospital, the hospital will no longer receive reimbursement for the person's care. Hospitals spend about $27 billion annually for treatment of pressure injuries. Whereas, the cost of pressure injury prevention is cost-effective, if not cost-saving, and would cost less than half the amount of resources to prevent compared to treat in health systems.

The extreme low temperatures are found in hollows slightly below the peak of the ice ridge, where cold air gets trapped as it flows downhill, and since the same low temperature ranges were detected at several different sites along the ridge across multiple years, it is thought this may be the lowest temperature achievable under local atmospheric conditions.

== Computational challenges == The sequencing technologies described here produce raw data that needs to be assembled into longer sequences such as complete genomes (sequence assembly). There are many computational challenges to achieve this, such as the evaluation of the raw sequence data which is done by programs and algorithms such as Phred and Phrap. Other challenges have to deal with repetitive sequences that often prevent complete genome assemblies because they occur in many places of the genome. As a consequence, many sequences may not be assigned to particular chromosomes. The production of raw sequence data is only the beginning of its detailed bioinformatical analysis. Yet new methods for sequencing and correcting sequencing errors were developed.
=== 1982 World's Fair === In 1974, Downtown Knoxville Association president Stewart Evans, following a discussion with King Cole, president of the 1974 Spokane Exposition, raised the possibility of a similar international exposition for Knoxville. Testerman and Tyree both embraced the fair, though the city council and Knoxvillians in general were initially lukewarm to the idea. One key supporter of the fair was rogue banker Jake Butcher, who in 1975 seized control of Knoxville's largest bank, Hamilton National, and shook up the city's conservative banking community. Following his failed gubernatorial campaign in 1978, Butcher turned his attention to the fair initiative, and helped the city raise critical funding. To prepare for the World's Fair, the merged stretch of I-40 and I-75 in West Knoxville was widened, and I-640 was constructed. The old L&N yard along Second Creek, home to a rough neighborhood known as "Scuffletown," was chosen for the fair site, largely for its redevelopment potential. Three hotel chains— Radisson, Hilton, and Holiday Inn— built large hotels in the downtown area in anticipation of the influx of fair visitors. The fair, officially named the International Energy Exposition, was open from May 1 to October 31, 1982, and drew over 11 million visitors. Its success defied the expectations of the Wall Street Journal, which had derided Knoxville as a "scruffy little town," and had predicted the fair would fail.
